		<description>my neighbors are complaining about a garden that is in the neighborhood, and also it is being taken care of by one of our neighbors. Their are some who insist that the garden is bringing down property values, and i strongly disagree. I think that what brings down propety values are abandoned homes and trashed out lots.and also reassesment values. Am i correct.</description>
